THE POLICY OF HIGHER EDUCATIONDEVELOPMENT IN THE TREND OF INTERNATIONAL COOPERATION IN EDUCATION

Abstract

Internationalization is an inevitable trend in the higher education (HE) system. In Vietnam, the internationalization of HE has received a lot of attention from the State and society. Over the years, the Government, the Ministry of Education and Training, and the universities of Vietnam have significantly invested resources and budgets in projects to improve the quality of education in the direction of internationalization. The requirements of increasing the quality of human resources (HR) give conditions of HE  for development. However, the existing difficulties are also significant challenges for each HE institution to have private solutions. This study has shown that the State’s policies and laws hold an essential position and role in determining the victory of the process of international cooperation in HE. Many of the State's policies have been issued to create a legal basis for the process of international cooperation in the field of HE. The analysis of the policy situation; the achievements, besides the shortcomings and difficulties, will contribute to perfecting laws, and policies, promoting the internationalization of HE in the context that universities are given more autonomy in the future.
