LEGAL REGULATION OF WASTE MANAGEMENT IN RUSSIA AND CHINA: MAIN DIRECTIONS

Abstract
The high-tech development of modern societal relations and various sectors of the economy increases the production of goods and services, demanding more natural resources and energy. This leads to resource depletion, environmental damage, and rising waste volumes. A new paradigm for eco-friendly production and consumption is urgently needed, covering design to waste management, especially household waste. National policies and laws are crucial. In Russia and China, strategic and legislative frameworks address these issues. This comparative legal study of their approaches holds theoretical and practical value for improving waste regulation and bilateral cooperation. The analysis reveals shared principles and distinct features in managing production, consumption, and municipal solid waste in both countries. It also identifies opportunities to promote a circular economy and enhance collaboration. Based on the findings, the article offers conclusions, proposals, and recommendations to improve legal regulation and waste management systems
